Outline

The NRPF Network is a network of local authorities focusing on the statutory response to people with care needs who have no recourse to public funds. 'No recourse to public funds' [NRPF] is a description that applies to a person who:

  • is subject to immigration control, and
  • has no entitlement to welfare benefits, public housing or Home Office asylum support; and
  • most often does not have the right to work [people granted leave as spouses or civil partners are permitted to take up employment]

The NRPF network works at practice, policy and strategic levels and aims to:

  • share info and good practice amongst local authorities and other agencies working in this area
  • work with government departments to raise practical and policy issues regarding NRPF
  • facilitate the reimbursement of support costs to local authorities
  • develop a strategic response to NRPF

Regional NRPF network in Yorkshire & the Humber
The regional network aims to pursue the key aims of the national network at a regional level, and will help:

  • establish a better understanding of NRPF across the region
  • develop consistency where possible to ensure authorities meet their duties; are reimbursed for their costs; work more closely with immigration enforcement to resolve cases; establish a better system for identifying fraudulent claims both within individual and across a number of authorities
  • ensure clients that approach authorities are given the most appropriate advice and receive services to which they are entitled
